Markets of educational services and labor in Ukraine

Abstract

Introduction. Harmonization of the relation­ship between the market of educational services and the labor market helps to balance the structure of demand and supply of labor and jobs in the national economy.

Problem. The COVID-19 coronavirus pan­demic and martial law conditions have led to sig­nificant imbalances in the labor market, migration impacts on the educational services market, loss of intellectual potential of human capital, which deter­mines the relevance of the topic and its practical significance for further research.

The aim of the paper is to justify the toolkit of harmonization of labor markets and educational services.

Methods. During the research, general scien­tific and special methods were used, in particular: economic-mathematical methods, graphical-analy­tical method, methods of statistical and structural-functional analysis.

Results. The peculiarities of the functioning of the market of educational services and the labor market in the conditions of modern challenges are analyzed. The general trends that have arisen in these markets under the influence of the post-pandemic crisis and in the conditions of martial law have been revealed. An algorithm for the functio­ning of the labor market and the market of educa­tional services based on the interaction of the state, the employee, the employer, and educational insti­tu­tions is proposed.

Conclusions. The interaction of the market of educational services and the labor market is imple­mented through the harmonization of relations bet­ween business and higher education institutions and is the main condition for the implementation of po­sitive changes that satisfy all subjects. The imple­mentation of a dual form of obtaining higher edu­cation will contribute to the construction of social partnership relations between higher education insti­tutions, education seekers and employers, which will strengthen the relationship between the market of educational services and the labor market.Prospects for further scientific research are the development of an effective mechanism for the in­teraction of the market of educational services and the labor market, an effective toolkit for harmo­nizing the structure of the workforce and work­places in the conditions of post-pandemic and post-war recovery.
